Minutes of a Meeting of Cornwood Parish Council
held on Tuesday 3rd November 2009 at the Community Room, Church Park.

OPEN FORUM
 
It was reported that the Ivybridge pizza shop is delivering to the youths in the bus shelter at Crossways, and all the debris is being left there.   The bus shelter is also being used as a lavatory.   See Minute 540 Highway Matters for other drainage and highway damage issues raised.       
 
POLICE REPORT    sent to the Clerk and Cllr Yarnold.
 
One criminal damage to a car, one non-crime domestic, and one criminal damage to a building in Harford reported during October.    It was reported that motor bikes are being driven up and down Fore Street very late in the evening and into the early hours causing disturbance to local residents.     Youths moved on from Heathfield are gathering outside the Cornwood Inn causing a disturbance there.    A local community day is to be held in Sparkwell on Wednesday 4th November attended by all statutory agencies and representatives from Tor Homes and Guinness Trust.
 
REPORT OF COUNTY AND DISTRICT REPRESENTATIVES
 
County Cllr Hart sent a report covering a schedule for highway work programmed during November, and preliminary details of the scheme to reduce street lighting for part of the night.    It was reported that the Floodline for this area is 01752 898200.   See Minute 540 Highway Matters for highway problems raised.
 
District Cllr Blackler reported that he will give guidance on grants available for the Village Hall, and that 24 hour drinking licences can be revoked where there have been problems.    Cllr Blackler reported that he attended the Ivybridge Cluster Meeting where the main matter raised was the affordable housing allocations in rural settlements.   The shared services programme with West Devon is already achieving savings.      There is to be a meeting of the South West Waste Partnership shortly. 
 
2198   MINUTES
 
          The Minutes of the Meeting held on the 6th October 2009 were confirmed and signed as correct.
 
2199     MATTERS ARISING
 
Minute 540        Highway Matters.     Most of the work has now been carried out at Langham Bridge, but some cutting back remains to be done on the far side of the river.    There has still been no work to the SWW wall in Bond Street where tree growth is undermining the wall, but following a letter of complaint from Cllr Mrs den Hollander to SWW a response has been received from them confirming that work should commence shortly.             The following highway issues were raised and will be referred as appropriate:
i)                     dislodged coping stones on the bridge at the entrance to Slade
ii)                   drainage in the lane from Yondertown to Slade is now much worse following some patching in the lane;   
iii)                  the wall between the Tor Homes bungalows at Church Park and the adjacent house is now cracking dangerously; 
iv)                  surface problems on Mountain Hill, and the wall on the high side of the road is breaking up due to trees growing out of it;
v)                    letter regarding water coming from Watery and Narrow Lane and causing drainage problems at Glebe and by the school;
vi)                  the road is regularly flooding in the narrows at Heathfield;
vii)                 Gibb Hill has a blocked drain, and hedges both sides are overgrowing;
viii)               the road surface between Luckett’s Farm and Gibb Hill is breaking up;
ix)                 walk-way between Crossways and Newtown is unlit and there is a step at one end. 
 
            Minute 1805 a)   Parish Plan.     Cllr Taylor received a figure for the extra copies to make up a full distribution of the Parish Magazine for one month.   This would be approximately £50.   Discussion took place over the distribution of the magazines, and Councillors agreed to help.   The magazine representative, Cllr Mrs den Hollander, invited Cllr Taylor to attend the next meeting of the magazine committee.
 
Minute 2018 a)   Local Government Review.    No report   
           
            Minute 2080 b) Trees at Crossways.      Ash trees to be taken out as soon as the leaves have fallen.     Clerk to arrange with Phil Bussell, and SHDC to be advised. 
 
            Minute 2127 f)    Play Area at Churchtown.     Cllr Yarnold to make contact with the recommended consultant and a meeting arranged.    The matter of the eventual transfer of the responsibility for the play area was discussed, and the Clerk is to make further enquiries regarding land tenure, maintenance and insurance.    It had already been agreed that the work to bring the play area up to standard should be carried out before any transfer. (NB a similar situation will have to be addressed for the Lutton Recreation Area.)
 
            Minute 2182 a)   SHDC ownership of Crossways Green (and the Churchtown Play Area.)    No further details regarding Crossways Green have been received from SHDC, but the Clerk to make enquiries regarding the cost of Public Liability insurance. 
 
            Minute 2182 b)   Damage to Watery Lane and Narrow Lane    It was agreed to take this item off the Agenda as DCC have advised they do not have the funds to designate these lanes as Byways, and there are no means of enforcement. 
 
            Minute 2189 c)   Christmas Tree Lights Event.   Event to be held on Friday 11th December at 6pm.    Arrangements similar to last year. NB later moved to Saturday 12th Dec,  
 
            Minute 2193 a)   Parking outside the Post Office.    The Clerk reported that DCC would be agreeable to a ‘restricted time waiting order’ but the cost to put this in place would be approximately £1200 and a contribution of £250 from the Parish Council would be required. It was noted that the problem had not been quite so great lately, although the Postmistress is still concerned about the detrimental affect on her business.    After some discussion it was proposed by Cllr Mrs den Hollander and seconded by Cllr Reburn not to proceed at present and to review the situation again at a later date, but no vote was taken.     
 
            Minute 2193 f)    Telephone Kiosk at Yondertown Square.        Councillors again agreed not to consider taking any ownership of this telephone kiosk.           
 
2200    CHAIRMAN’S TIME
 
a)         Heathfield Orchard.   Concern expressed about three trees in the Community Orchard that have died, and other trees which are stunted.   After discussion with Tree Warden, Gill Glegg, it was agreed some advice should be obtained from an expert. Cllr Yarnold to arrange this.    Regular on-going maintenance of the Orchard was discussed and this item will be considered by the finance committee. 
 
b)         Booking the Community Room.    Cllr Mrs Williams, owner of the Cornwood Inn, explained the position regarding the booking diary being kept at the Cornwood Inn, but that no-one books the room in advance.    This creates problems with the key and subsequent security.     It was agreed to discuss this with South Devon Rural Housing, (formerly Dartington Housing) and get an item in the magazine. 
 
 
2201     PLANNING APPLICATIONS       
 
It was noted that two applications for properties in Ivybridge had been received        No comments 
 
2202     REPORTS OF REPRESENTATIVES      
 
No Councillors  were available to attend the Ivybridge Cluster Meeting on12th October

a)                   From DAPC confirmation of clerk’s salary scales for 2009/10.
 
b)                   From SHDC letter and details regarding the new format of the development control department.     Details passed to Cllr Reburn.
 
c)                   Letter from South Devon Rural Housing Association (formerly Dartington Housing) with offer of visit from their Chief Executive, Steve Prime, to discuss local affordable housing.
 
d)                   From DAPC notification of the next meeting of the Authority Forum to be held on Friday 27th November.   Cllr Mundell and the Clerk to attend.  
 
e)                   Letter from DCC on the Love Food Hate Waste campaign – details in circulation envelope.
 
f)                     From SHDC notification of the next meeting of the Parish Remuneration Panel.    Clerk to reply that Cornwood Councillors did not want remuneration so would comment accordingly.
 
g)                   From DCC letter regarding the proposed part-night street lighting policy – leaflets in circulation envelope.    Consultation with Parishes to follow.
 
h)                   From SHDC notice regarding the new choice based letting policy for social homes.   
 
i)                     Letter from Cornwood PCC regarding churchyard maintenance. For finance committee.
 
2205     WORKS      DCC advise that work to repair the wall at Almshouse should be carried out before Christmas.
