Minutes of a Meeting of Cornwood Parish Council
held on Tuesday 6th October 2009 at Cornwood Village Hall.

 DECLARATIONS OF INTEREST            None
 
CO-OPTION OF COUNCILLOR
 
Following a letter from Mrs Barbara Williams expressing interest in the Parish Council Cllr Taylor proposed, Cllr Yarnold seconded and it was unanimously agreed to co-opt Mrs Williams to the Parish Council.    The Declaration of Acceptance was signed, and the Register of Interest will be completed and returned at the next Parish Council Meeting.     The Chairman welcomed Cllr Mrs Williams to the Parish Council. 
 
OPEN FORUM        No public present.
 
POLICE REPORT    sent to the Clerk and Cllr Yarnold.
 
Two crimes were reported in September – a theft of lead from the roof at the Delamore Galleries and criminal damage to a vehicle parked in Lutton.      PC Potter reported that there will be a high police presence in the parishes during the run up to Halloween.     There is to be an action day soon with regard to traffic issues such as using a mobile phone while driving and speeding.     The matter of private parking outside the Post Office will be referred to DCC.    The recent accident at Moor Cross was discussed.
 
REPORT OF COUNTY AND DISTRICT REPRESENTATIVES
 
District Cllr Blackler reported that 15% of the capital reserve invested with failed Icelandic banks had been returned, and that further sums were expected.   A new community fund is now in place and Cllr Blackler will arrange a meeting with Amanda Harvey, SHDC, to discuss any local community project that may qualify for some funding.     Capital projects in the District already in receipt of funds include community facilities in Kingsbridge, a swimming pool in Dartmouth and the tennis club in Ivybridge. All car boot sales held on SHDC land will in future be subject to a charge.   There will be a Cluster Meeting for the hinterland parishes of Ivybridge to be held in Ugborough on Monday 12th October.   Cllr Blackler reminded the PC that he still has £500 available for the parish and it was unanimously agreed that this should be used to finance the start of the Parish Plan.  
  
2187   MINUTES            The Minutes of the Meeting held on the 1st September 2009 were confirmed and signed as correct.
 
2188     MATTERS ARISING
 
Minute 540        Highway Matters.    Some local residents have cut back overgrowing hedges, and in several places there is a marked improvement with regard to visibility.   No work has yet been carried out to clear the overhanging trees from the river at Langham Bridge.   Clerk to contact SHDC/DCC again.   There has still been no work to the SWW wall in Bond Street where tree growth is undermining the wall.    
 
            Minute 1805 a)   Parish Plan.     Cllr Taylor attended a meeting in South Brent on 18th September regarding the preparation of Parish Plans, and he distributed several information sheets.   Councillors discussed making an initial distribution of information to all properties in the Parish through the Parish Magazine.    It was unanimously agreed to fund a copy for every property for one month.   Figures awaited from the Magazine Representative Cllr Mrs den Hollander.    
 
                                    The Chairman offered his annual allowance to help the Parish Plan project progress.      See also under Minute 2189 a) Chairman’s Time.
 
Minute 2018 a)   Local Government Review.    Boundary Committee appeal to be heard on 6/7 October, and outcome to be reported shortly.
 
            Minute 2073 d)   HGV Signage.    No report.   Off Agenda until further information from DCC.
           
            Minute 2080 b) Trees at Crossways.      Following the site inspection by Councillors it was unanimously agreed to remove all the ash trees and keep the oaks and the palm.    SHDC to be advised and the work will be carried out by the Parish Council. 
 
            Minute 2127 f)    Play Area at Churchtown.    In consultation with local parents and youngsters Cllr Yarnold prepared a list of improvements and some new equipment.     This to be further discussed with SHDC.  
 
            Minute 2182 a)   SHDC ownership of Crossways Green and the Churchtown Play Area.   Cllrs considered taking ownership of these two areas of land, and it was unanimously agreed that the PC should take over Crossways Green (subject to conditions) but that during the time of improvements at the Churchtown play area this should not be considered.   Clerk to progress Crossways Green with SHDC regarding implications for the Parish Council, costs and public liability.
 
            Minute 2182 b)   Damage to Watery Lane and Narrow Lane    Paul Salmon, DNP Ranger, reported that these two lanes are Devon Council unclassified county roads, and that any maintenance should be carried out by DCC.   However, he reported that some local residents had cutback some of the overgrowth.   Following complaints regarding the use of Water Lane by 4x4 vehicles Paul Salmon reported that there are no restrictions about use of this lane, and that these can only be put in place if DCC designate the lane as a restricted byway.   Clerk to investigate with DCC.         
 
2189    CHAIRMAN’S TIME
 
a)         Cornwood village web site.    Cllr Taylor reported that he has revised the Parish website, and this may now be accessed at www.cornwood.village.org.uk.   All village organisations will be able to have a page on the website and in the first instance will be contacted by the Clerk.    Councillors also agreed to use the website to assist in the promotion of the Parish Plan.      NB   After the Meeting the Chairman met with Parish Councillors and it was unanimously agreed to give Cllr Taylor a small sum (£75) as expenses for his work to revise the website. 
 
b)         Remembrance Sunday     Cllr Yarnold will lay the wreath on behalf of the Parish Council.
 
c)         Christmas Tree Lights Event.    This will be held on Friday 11th December at 6.00pm
 
2190     PLANNING APPLICATIONS                    None
 
2191     REPORTS OF REPRESENTATIVES      
 
The Cornwood/Shaugh Prior/Sparkwell Cluster Meeting was held on 28th September.     It was regretted that County Cllr Hart did not attend as all items on the agenda referred to DCC matters.     
 
2192      FOOTPATHS       Paul Salmon reported that the footpath from the top of School Lane has been cut back. 
 
2193     CORRESPONDENCE
 
a)                   Letter from the Post Mistress regarding private parking outside the Post Office causing customer problems with parking, and a consequent loss of business.       It was agreed to take this up with DCC
 
 
 
 
b)                   Letter from SHDC regarding the Cluster Meeting to take place in Ugborough on Monday 12th October.   Cllrs Mundell and Yarnold to attend. 
 
c)                   Letter from SHDC regarding a Budget Consultation evening to take place at Follaton House on Wednesday 28th October.
 
d)                   Letter from the Yonge Charity regarding the PC nomination of Trustee.   It was unanimously agreed to re-nominate Mrs Pritchard-Jenkins for a further four year term.
 
e)                   Letter from the Rooke Charity regarding the PC nomination of a Trustee.    It was unanimously agreed to re-nominate Mrs Milligan for a further four year term.
 
f)                     Letter from BT Payphones regarding the adoption of red telephone kiosks. Only red telephone kiosk in the Parish is at Yondertown Square.    For November agenda.
 
g)                   Letter from DNPA regarding adoption of red telephone kiosks.   There are no red kiosks in the National Park part of the Parish.
 
h)                   From Ivybridge Town council letter regarding the Civic Evening to take place on Saturday 7th November. 
 
i)                     From Devon Rural Network letter and Strategy document.   Passed to Cllr Taylor.
 
j)                     From DAPC notification of one vacancy on the County Committee.
 
k)                   From DAPC notification in increase of 2% to the Subscription for 2010/11.    
 
l)                     From SHDC letter regarding the next Development Control and Conservation User Group to be held on Wednesday 14th October.
 
2194     WORKS           
           
            a)    Damaged wall at New Road, Lutton.    This wall has now been repaired and invoice received.     
 
       b)    Damage at Almshouse Bridge.    DCC report that work has now been agreed with SHDC   insurers, and this should commence shortly.  
 
2195     FINANCE   It was agreed to hold the Finance Committee on Tuesday 24th November.
