Minutes of a Meeting of Cornwood Parish Council
held on Tuesday 1st September 2009 at the Community Room, Church Park.

OPEN FORUM
Concern was expressed to the police that underage drinking may be taking place in the bus shelter at Crossways. There is still a lot of rubbish in the village. It was also reported that the footpath from the top of School Lane is overgrown with brambles.
POLICE REPORT
PC Potter reported 3 crimes in the Parish in July: 1 criminal damage, damage to the school pool and a theft from a motor vehicle. In August there were 4 crimes in Lutton including an affray, a public order offence, theft of a vehicle and a wallet taken from a car; in Cornwood there was one reported harassment. Cllr Mrs Littlemore reported that there had been no contact from the Police following the report of arson to her handbag at the Rat Pack event on the school field on 19th June.
The Clerk reported that there is usually no parade in Cornwood on Remembrance Sunday.
REPORT OF COUNTY AND DISTRICT REPRESENTATIVES
County Cllr Hart reported that it is likely that there will be no improved signs in the lanes for HGVs for at least another year. Cllr Hart also reported that there will be no progress allowed on the re-opening of Hemerdon mine until the new haul road is constructed. The County Council has promised improved weed killer to be used on the verges, and more potholes will be repaired. Cllr Hart reported that the power station at Langage is on time, but there has been no progress with the proposed Energy Park because of the current financial situation. Alternative highway proposals are being considered for the southern end of Voss Lane for the Sherford development. He also reported that the Boundary Committee has been given leave to appeal regarding the High Court judgement about the consultation process, and this will take place in early October. A number of alternative proposals for the future of local government in Devon were briefly discussed. Cllr Hart reported that some equipment from the recently closed Sparkwell School is now being used at Cornwood School. Letter from a resident of Slade Barton regarding potholes in Slade Lane was passed to Cllr Hart.
District Cllr Blackler reported that the Sherford development will commence early next year, and in response to a question he stated that there will be 25% social housing within the development. Cllr Blackler stated that he had not yet received any applications for the £1000.00 Community Fund available to be shared with Sparkwell.

The Minutes of the Meeting held on the 7th July 2009 were confirmed and signed as correct.
2177 MATTERS ARISING
Minute 540 Highway Matters. Further complaints received about the state of the wall in Bond Street belonging to SWW. Clerk to report this problem again. DCC have agreed to commence work on the damaged wall at Almshouse which is the subject of an insurance claim to SHDC. The Clerk requested a list of where hedges are overgrowing the highway.
Minute 1805 a) Parish Plan. Cllr Taylor to attend meeting in South Brent on 18th September regarding the preparation of Parish Plans.

Minute 2080 b) Trees at Crossways. Response from SHDC discussed. Councillors would not agree to the removal of most of the Oaks as proposed by SHDC Tree Officer. It was proposed by Cllr Mrs den Hollander, seconded by Cllr Taylor and unanimously agreed to take out Ash trees as necessary. It was decided to hold a site inspection on Friday 4th Sept to assess which trees to be removed – to be confirmed at next PC meeting - and whether there should be any replacement trees.
Minute 2127 f) Play Area at Churchtown. Outcome report from the consultation evening briefly discussed, and Cllr Yarnold agreed to take it and consult locally with parents and youngsters and bring some proposals for improvements to the October meeting.
Minute 2160 d) Ivybridge & District Association of Parish Councils. Cllr Taylor reported that this Association would continue with possibly two/three meetings a year, particularly if there are to be changes to the format of local government in Devon.

2178 CHAIRMAN’S TIME
a) Cluster Meeting to be held on Monday 28th September in Sparkwell. Minutes of the last meeting held in Cornwood on 8th June were circulated.
b) Letter from resident of Cornwood regarding vacancy on Parish Council. Clerk to invite the applicant to the October Parish Council Meeting.
c) It was reported that domestic furniture is in the unoccupied shop in Cornwood Square.
2179 PLANNING APPLICATIONS
Bridge Farm – conversion of store, conservatory, removal of timber screen Granted
Sherrell Farm – roofing of livestock and manure store Granted
It was noted that planning applications are now being received for properties in Ivybridge that lie within the 250M buffer zone of Cornwood Parish. Applications for Stowford Lodge, Harford and 5 Drovers Road and 68 Plovers Rise have been received and Councillors agreed that no comments were to be made.

2181 FOOTPATHS The footpath from the top of School Lane is overgrown with brambles.
2182 CORRESPONDENCE
a) From SHDC letter regarding the possible disposal of areas of land in the Parish in the ownership of SHDC. The two areas of land available are Crossways Green and the play area at Churchtown. It was proposed by Cllr Mrs Littlemore, seconded by Cllr Yarnold and unanimously agreed to consider taking ownership of Crossways Green but not the Churchtown play area. It was agreed to make further enquiries and put this on the agenda for the October meeting.
b) Letter from local resident about Watery and Narrow Lane being damaged by large vehicles. Item for October Agenda.
c) From DAPC details of the AGM to be held on 26th September. No Councillors available to attend.
d) Letter from SHDC with Section 17 Reducing Crime and Disorder Consultation document – passed to Cllr Yarnold.
e) Letter from DCC regarding Car Free Day on 22nd September – notices in village.
f) From DCC letter regarding policies on 20mph zones and limits.
g) Letter from SHDC regarding the Langage Landscape Fund.
h) Letter from South Hams Strategic Partnership regarding Greenways and Link Paths – for circulation.
i) From SHDC letter and poster regarding a Community Safety Event to be held on Monday 14th September at the Watermark, Ivybridge.
j) From SHDC details of Consultation on the Renewal of Statement of Principles on the 2005 Gambling Act.
k) From DNPA copy of the National Park Annual Report for 2008. Passed to Cllr Littlemore.
2183 WORKS
a) Damaged wall at New Road, Lutton. Clerk to ascertain when work will be commenced on the damaged wall in New Road.
b) Repairs and Replacements. SHDC have commenced the repairs and sign replacements.
2184 FINANCE
The Clerk reported that the Annual Audit had been completed and that there were no items or queries to be referred to the Parish Council.

2186 DATE OF NEXT MEETING

PRESENTATION BY VIRIDOR WASTE MANAGEMENT
Representatives of Viridor Waste Management made a presentation on the proposed Energy from Waste Incinerator at New England Quarry, Ermington.
Councillors asked questions about the processes, emissions, local monitoring of possible effects, access and the highway modifications required.
Consultation continues in the area, and there will be a display in Ivybridge. The Planning Application is expected in November when all details will come to the Parish Councils.
